Mary Gatlin Hearon, New Milestones Foundation Director
Hearon brings over 25 years of experience in non-profit management, fundraising, program development and building collaborative community partnerships. Mary has served as the Executive Director of four non-profit organizations, Vice President of Mental Health America of Dallas, and Director of Development at Mental Health America of Texas. Her experience also includes seven years in private practice as a child therapist in Ft. Worth, Texas. Mary earned her bachelor’s degree in psychology from the University of Houston and her master’s degree in child development and therapeutic counseling from Texas Woman’s University in Denton, Texas. Mary is excited to help raise awareness of mental health issues and support the programs and services of Integral Care.

Peter Herlin, Foundation Associate
Peter Herlin joined New Milestones Foundation on May 29, 2018 as the new Foundation Associate.  Prior to joining NMF, Peter worked as a Program Manager for the Texas PACE Authority, a statewide nonprofit in clean energy finance. He has also worked at the Texas Governor’s Office in the Department of Economic Development and Tourism, as well as at the Austin-Bergstrom International Airport for the City of Austin.
Peter is passionate about serving nonprofits that make the world a better place, from mental health and nervous system disorders to clean energy finance. After helping his mother found the Neuropathy Alliance of Texas in 2011, Peter has been developing early-stage nonprofits ever since. He is skilled in nonprofit business development, operations, and digital marketing, and has experience working with local governments, nonprofits, entrepreneurial ventures, and corporations.
Peter holds a BA in history from Wheaton College in Illinois. He studied Russian at Middlebury College in Vermont, and Japanese history and culture abroad in Inzai City, near Tokyo.

David Evans, CEO
David Evans serves as Chief Executive Officer of Integral Care and New Milestones Foundation and has more than 30 years of experience as a leader in behavioral health and developmental disabilities. He is adjunct faculty at The University of Texas at Austin. He serves on the Austin Wellness and Prevention Committee, Community Action Network Administrative Council, Texas Council of Community MHMR Centers Executive Directors’ Consortium and is a board member of Tejas Behavioral Health Services. He is a member of the Hispanic Chamber of Commerce and National Alliance for the Mentally Ill (NAMI). Previously, Evans served as State Commissioner in Georgia for Mental Health, Mental Retardation and Substance Abuse, State Director in Nebraska for Mental Retardation Services, Trustee for the Commission for the Accreditation of Rehabilitation Facilities and President of the National Association for State Mental Retardation Program Directors. He also served on the Georgia Governing Planning Council for Developmental Disabilities and the National Association of State Mental Health Directors.

Rachel Gunner, LCSW, BCD, CPC, President
Board member since 2015
Gunner is the New Milestones Board President. She is a Licensed Clinical Social Worker and a Board Certified Diplomate in the State of Texas. She began her private practice as a psychotherapist in 1984 and continues to provide individual, couple and family counseling. She is also a certified professional coach and a trained mediator. She has lectured and appeared on radio talk shows discussing relationship and sexual concerns, personality disorders, resistances to growth, women in management, and setting healthy boundaries. She has been a member of the Board of the” Centre for Attitudinal Healing”, Vice President of the Board of “The Care Communities,” and President of the Board for “Trella’s Foundation.”

Scott Hector, Ph.D., Immediate Past President
Board Member since 2010
Scott Hector is the Immediate Past President of the Board of New Milestones. He has served on the Board of New Milestones since 2010, and served as chair of the committee on Friends of New Milestones since 2014. He has previously served on the Board of the Young Leaders Society of the United Way of Central Texas. Scott holds a Ph.D. in electrical engineering from the Massachusetts Institute of Technology. He has more than 25 years of experience as a technologist in the semiconductor industry.

Nickie Froiland, Secretary
Boardmember since 2017
Froiland is the New Milestones Board Secretary. She is a business consultant and national speaker who does not see life in terms of barriers, only the what-ifs that can bridge a client or person to their BHAGs, their Big Hairy Audacious Goals. As a born entrepreneur, by the age of 7 she found her girl power in winning sales contests and before turning 20, she was managing business operations, calibration systems, product consistency, labor costs and employee retention. She ultimately created company training programs and built several businesses of her own. In her philanthropic and volunteer efforts, Froiland is wholly focused on eradicating the stigma of mental illness in this country. She is addressing this through public policy work and an ongoing public awareness campaign. Nickie credits her mother as the fuel in her work.

Hadley Hempel
Board member since 2017
Hempel joined the New Milestones Board of Directors in 2017 and was a co-chair for the 2018 Bridging the Gap Gala. She is currently the Worldwide Product Marketing Team Manager for IBM Power Systems. She also serves as a member of the Women of IBM Austin steering committee, and co-chaired the group’s activities for International Women’s Day in 2017 and 2018. Hempel has also been active in the Austin community, serving as a board member for Young Women’s Alliance and The Junior League of Austin and is the current Nominating Chair.  She has also volunteered with other organizations including Rodeo Austin, BookSpring, Keep Austin Beautiful, and Capital Area Food Bank. Hadley received her B.A. from the University of Southern California and she is a past president and long-time board member of the USC Alumni Club of Austin and recipient of USC’s Widney Alumni House Award for volunteer service.

Richard Hopkins
Board member since 2016
Hopkins currently serves as a new board member.  Previously, he served as an appointment from the Integral Care Board of Trustees from 2016-2018. As a tribute to his dedicated work and advocacy on behalf of persons with behavioral health challenges, Integral Care named its Psychiatric Emergency Services for him – “Richard E. Hopkins Behavioral Health Building”. A native of Mississippi, Hopkins provides expertise in the area of human resources and employee issue. He has worked tirelessly on behalf of many community organizations, among them the Austin Capital City Lions Club and the Austin Sickle Cell Anemia Associates. Hopkins has been instrumental in the creation and development of the Central Texas African American Family Support Conference, a free community event hosted by Integral Care. Currently, he is the Director of Programs for the Texas Rehabilitation Commission and is an active member of the National Rehabilitation and Texas Rehabilitation associations.

Hal Katz
Board member since 2016
Katz serves on the board of directors for New Milestones Foundation and is the current president of Integral Care’s Board of Trustees. He is a partner at Husch Blackwell and is Board Certified in Health Care Law by the Texas Board of Legal Specialization. He focuses his representation on clients doing business within the health care industry. His clients include physicians, hospitals, provider networks, managed care organizations, governmental entities, diagnostic centers and other health care providers across the state of Texas. Representation of these clients includes advising on corporate, transactional, regulatory and public policy matters. Katz was chair of the CommUnityCare board, where he served from 1998-2010, and is also the Vice Chair of the Austin Arts Commission.

Frank Hoffman, Treasurer
Board member since 2017
Hoffman is the New Milestones Board Treasurer.  He was an Employee Benefits consultant and adviser with Deloitte Tax and has over 30 years of experience counseling and advising clients. Frank has broad-based expertise in qualified retirement plans, executive compensation, fringe benefits, and health and welfare matters. Frank specializes in working with nonprofit organizations and for profit businesses from assisting a start-up company to become operational with established infrastructure and protocols to helping established organizations and companies achieve the goals and rewards aligned with an organization’s business strategy.

Barbara Morris-Blake
Board member since 2019
Barbara is the President of Elevate Organizations, an organizational development consultancy that helps organizations succeed through the power of their people. She draws on more than 20 years of experience working with leaders in diverse organizations – from multinational corporations, to entrepreneurs, to non-profits. She brings a deep understanding of workplace dynamics and the role of effective communication.  She is a founding member and Program Director for Up With Women, a non-profit organization that partners previously homeless women with business coaches to help them develop in their careers. Barbara moved to Austin, Texas from Toronto, Canada in 2015. She was recently appointed to the Board of the Texas Association of Business and is spearheading the Texas-Canada Trade Coalition. Barbara and her husband are volunteer mentors for The Dream Come True Foundation, an Austin-based foundation that helps people break the bonds of poverty by building a bridge to the resources and support necessary to reach their dreams.

Lynley Prather
Board member since 2015
Prather is a member of the New Milestones Board and is the Chair for the 2019 Bridging the Gap Gala.  She has been very instrumental in the success of the annual fundraising events has served as chair of the gala since 2016.  She is founder and owner of FIG Marketing + Events in Austin. She is a dynamic strategic marketing and events professional with over 10 years’ experience, specializing in Marketing, Public Relations, Events, and Social Media Management.

Dan “Catfish” Russ
Board member since 2019
Catfish brings over 25 years of experience as a creative director, marketing director, video/TV producer, ad campaign manager, and entrepreneur.  Always strategic in his work, he has helped clients big and small achieve success through better marketing and ad campaigns and innovative service systems.  His clients have included Walmart, United States Air Force, the Martin Agency in Richmond, Virginia, R&R in Las Vegas, and GSD&M in Austin.  As a life-long advocate, he founded the Peace Council, a 501(c)(3) nonprofit organization which creates free marketing for causes.  New Milestones Foundation selected him as a “Champion” in 2007 for his work with the Peace Council.  He has also served on the board of The Freedom of Information Act Foundation and was the Vice President of the board of directors for the Austin Blues Society. He earned his Bachelor of Science degree in philosophy from Georgia State University. He plays professional blues and chromatic harmonica.

David Springer Ph.D.
Springer joined the New Milestones Foundation board as an appointee from Integral Care’s Board of Trustees where he has served since 2017.  Springer is the Director of the RGK Center for Philanthropy and Community Service and a Fellow to the Sid Richardson Chair of Public Affairs at the University of Texas. He joined the faculty at UT Austin in 1997, where he is a Distinguished Teaching Professor at the LBJ School of Public Affairs. Dr. Springer began his professional career as a clinical social worker in community and school-based settings with adolescents and their families. Today, his research and teaching coalesce around effective leadership, nonprofits and systems to strengthen communities, especially at the intersection of juvenile justice and positive youth development. He received his Ph.D. in social work from Florida State University.
